Bureaucratic delays stall investment, Muguti warns

Presidential Affairs and Devolution Permanent Secretary Engineer Tafadzwa Muguti has raised concern over bureaucratic delays, referencing a case in which approval for an asphalt plant in Kwekwe had been held up despite the investor having already paid for the equipment.

Speaking during a briefing before the tour of Global Union Thermal Power Station in Kwekwe he said such delays risk slowing infrastructure development, including road rehabilitation and undermining the goals of devolution.

“If we coordinate effectively, districts like Kwekwe can begin to address their own infrastructure needs and even support surrounding areas,” he said.

Muguti also highlighted the economic potential of local industries, including coal-based value chains that could produce multiple products such as fuel and road construction materials, if properly supported.

He urged local authorities to align district development plans with national frameworks, including the National Development Strategy, and to actively support investors through improved service delivery.

Government, he said, remains committed to facilitating industrial growth and ensuring that provinces benefit from investment through jobs and infrastructure development.

“We want to demonstrate that Midlands is making progress and contributing meaningfully to the national economy,” he said.
