Redcliff appoints new housing director to drive NDS2 agenda

The Municipality of Redcliff has appointed Admire Chigayo as its new director of Housing and Community Services, with effect from February 2, 2026, in a move aimed at strengthening the town’s housing delivery in line with the National Development Strategy 2 (NDS2).

In an interview, Redcliff Public Relations Manager Michael Kundai Magoronga confirmed the appointment, saying council was confident that Chigayo’s extensive experience in housing administration would add value to service delivery.

“Mr Chigayo brings with him 15 years of experience in housing administration, having served in the sector throughout his professional career. Council expects to benefit immensely from his expertise as we pursue the objectives of NDS2,” Magoronga said.

He said Chigayo would be expected to spearhead Redcliff’s housing programmes, with a focus on the provision of affordable, sustainable and dignified housing, which NDS2 identifies as a key driver of economic growth and improved livelihoods.

Magoronga also announced the appointment of Ernest Chigwagwa as Acting Director of the newly established Department of Spatial Planning and Land Management. Chigwagwa had been acting Director of Housing and Community Services and remains the substantive Business Development Manager.

“In his new role, Mr Chigwagwa will be responsible for promoting orderly and sustainable land use for economic growth, in line with the objectives of NDS2,” Magoronga said.

Meanwhile, the municipality has strengthened its Fire and Rescue Services following the recruitment of 14 additional personnel, comprising drivers and technicians. The new recruits bring the total number of employees in the section to 27.

Magoronga said the development would significantly enhance council’s capacity to protect the public and respond effectively to emergencies.

“Under NDS2, fire and rescue services are recognised not only for emergency response but also as strategic partners in prevention and the protection of infrastructure investments. This recruitment is a key step towards improving Redcliff’s resilience, safety and preparedness,” he said.

The appointments and recruitments form part of council’s broader efforts to align its operations with national development priorities under NDS2.
