Kwekwe Director of Works Engineer John Mhike says council may move to rehabilitate derelict properties in the city and recover costs from the owner, including through a possible auction process.
Mhike made the remarks while responding to concerns raised by Midlands Minister of State for Provincial Affairs and Devolution Owen Ncube over dilapidated buildings, ahead of the handover of motorbikes and a skip bin truck procured by the City of Kwekwe.
He said council had engaged a developer who purchased several properties but allegedly left them to deteriorate, affecting the city’s image.
According to Mhike, council is empowered under its building by-laws to intervene where properties become derelict.
“We approached the developer and indicated that we may invoke provisions of the modern building by-laws. Council can move in, carry out the necessary works and then bill the owner,” he said.
Mhike added that if the developer fails to reimburse the municipality, council will consider legal options to recover the costs.
“Our legal team will advise on the available remedies. One of the options is disposal of the properties to recover funds used for rehabilitation,” he said.
Council has not yet disclosed timelines or further details regarding the possible intervention.
