Zibagwe Rural District Council (ZRDC) Chief Executive Officer Farayi Desimond Machaya says council will prioritise governance reforms in the first quarter of the year through the formulation of new policies and bylaws aimed at improving service delivery. Addressing a full council meeting he said ZRDC plans to formulate at least six new policies, review two existing policies and craft six bylaws as part of efforts to strengthen institutional capacity and enhance council operations.
“On governance issues, council plans to formulate at least six new policies, review two existing policies and craft six bylaws in the first quarter of the year,” Machaya said. “These initiatives are aimed at building and maintaining sound institutional capabilities to meet the growing demand for quality service delivery.”
He also informed councillors that government had gazetted a minimum service delivery standards framework for local authorities, which he described as a key development in promoting transparency, accountability and consistency in public service delivery.
Machaya said the framework provides uniform standards for the provision of essential services at local authority level and a basis for assessing performance and citizen satisfaction.
The minimum service delivery standards cover critical service areas including water supply, sanitation, solid waste management, roads, public health, environmental management and housing.
He said compliance with the framework would help curb erratic spending by local authorities while ensuring residents receive consistent and reliable services across the district.
